Notepad++ has syntax highlighting, making it easier to keep track of tags and whatnot. Easier to pick up with.
Though for learning web development, I'd use a "monkey" program (like Dreamweaver) that gives you a WYSIWYG interface as well as a code view. Mock it up in the interface, and see how the code changes as you change things. Just watching and learning can give you a good grounding in the basics of (X)HTML.
The best program out there, hands now, money no object, is DreamWeaver.
The best and most powerful free that I've seen so far is HTML-Kit(google it), but I may be a bit behind the times, seeing as I've used DreamWeaver for the past three years, and nothing else.
But it is better than Notepad++
I'm pretty illiterate when it comes to web design, but considering I just installed Dreamweaver I am gonna be messing around with that in hopes to learn a thing or two and help my friend whenever she needs. Seems like a really easy system.
