I have not seen any official release of information saying it would come out in Quarter 04 of '07. Perhaps an estimation on the site, that's updated every two years.
Honestly, MMORPG.com had Project Wiki on the same release date until about 14 months after that date had passed.
Webzen = Unreliable. That goes for anything on their site. You can take any estimated release date, and add 2-3 years to it to get a good estimate.
