For the same reason, they don't have any bosses in public maps before lvl 95, and boss respawn times are counted in hours. The rare instance dungeons have bosses as well, but they are virtually impossible to solo until you're like 5000 levels ahead of the monsters there. The "bosses" at the end of the common instance dungeons, on the other hand, only drop garbage, and some of them are rather imbalanced (like the first two(?), that one-hit everyone, no matter the defense, hitpoints or level).
In pre-95 maps, they have a few quests that basically require KSing. It's easy to assume they kept the small maps there as well to encourage KSing in crowded areas, as a prelude to the PKing at 95+.
