You need to clean your registry, run a defrag on your hard drive, run both an anti-virus and anti-spyware software. I would make sure that you have no conflicting drivers and check the temps on your board or clean out the inside of your case with either and air compressor or some type of CO2 spray.
Overheating can cause slowdowns and possible restarts, dust only worsens the ability of your PC to overheat.
After that if you are still having problems I would recommend a reformat.
