    Steam is the vapor form of water. What is added to pure steam may pollute, but the steam itself does not pollute.

    The steam doesn't leave the engine except when they need to flush the water and replace it.

    The smoke you see coming out of a steam powered vehicle is not steam, but smoke.
    You need to make heat to turn the water into steam. The most common method is to burn coal. The smoke from the coal is let out into the air.

    So yes, steam boats do pollute.
