the 360 version doesnt have many active players and no lowbies at all
everyone is near max level

This is because of the monthly events that give people an unbelievable amount of exp on completion of missions. Like this event right here, will easily bring you to max level (130) if you made a new character the same day it started. Meaning, you can easily go from 1-130 in just a matter of a week or two. And that's playing casually. That's why you see so many people in their maxed form. The PC version is the same way.
