Honestly, You being the bystander of this currently, I would tell her to call the authoritys if she is in any danger from your father.
Now I'm being completely serious.
If this happens more, alert the cops yourself and fill in the blanks for them. It seems like a lot but wouldn't you rather her being safe than her being captured and torn back into a life of sorrow
