Yea, because she is an abuse victim. There are people who were abused as kids and they spend their whole lives simply hooking up with other abusers. They get it in their head that it's "normal", and allow this to happen.
Your father is abusing her. It's extremely illegal, and grounds to call 911.
The only thing I'd worry about is how the system would treat her, because abuse victims really do not get the care that they need.
You say "nothing dramatic", but this is a VERY serious matter.
From what you describe, she is a slave. This is extremely serious and you should, at the very least, talk to a school counselor or someone like that.
But calling the cops on this is not at all an over-reaction if what you are describing is true. These are one of the situations that a normal person would call the cops on.
