Reputation: 677it's meant to fill the grooving made by polishing up the surface of the chip's and the cooler's surface.
If you put on a big dropping of it, you could as well just save yourself the pain of the fumbling, you'll not make much of a diffrence with it than.
Apply as good as nothing, and cover it not even as thick as a hair; It's ok, if you can even nearly completely see through it (depends on how flat the surface of your cooler body is where it touches the chip mostly. If it feels kind rough, put more on it, if it's flat and shiny, less), the gaps it's supposed to fill are just one step bigger than microscopical.

That's why you don't spread it out yourself. It'll end up getting caked on and just harm your CPU, especially if you're using a heatsink since it won't have any contact with the chip.
Put a tiny drop in the middle, then put your fan on top. Spreads it out thin as it could be.
Once. Unless you change the CPU fan or take it off. Then you've got to scrap all the old compound off, which is a pain in the ass.
