What confuses me is the fact that you reinstalled your game and it persists. It may sound completely unnecessary and useless, but maybe you should remove WoW from your registry too, and reinstall like you've never had it to begin with.You may want to revert World of Warcraft back down to version 2.0.0, and then patch up again.
Delete this file from the Data folder (C:\Program Files\World of Warcraft\Data):
patch.MPQ
Then run the Repair Utility.
Afterwards, download the Full 2.4 patch, and run it:

Reputation: 267A reversion might work, delete the patch.mpq file from inside this WoW folder "C:\Program Files\World of Warcraft\Data" then run the Repair utility, afterwards run this patch here and if that doesn't work then reinstall after deleting all WoW entries in the registry, dewd.
