    Default JPEG quality loss

    I'll download a picture, make a few edits, save it in it's original format (i.e. JPEG to JPEG), but when I save it I get this color loss around the edges of the colors, making it look fugly as Hell. I need to know what I'm doing wrong, PNG or any other format is not acceptable because I need a JPEG format to fit my preferences.

    For the tl;dr people: JPEG has quality loss and I need help.

    If you have Photoshop, open the file with it and save it as JPEG on maximum quality.

    I don't have photoshop sadly enough, I have to resort to using paint, will gimp suffice?
