Yea, they have only simply turned it on.
They've basically booted it up. They actually haven't started to use it.
They first need to make sure that it's running stable. The first preliminary performance tests start in October, and then they will finally start doing work with it some time in 2009

And thats only if everything goes smoothly. If something comes up, they will need to fix what ever issue it is before they can move on. So, depend on that, it could very well not actually start being used until 2010.
