I got to cast my vote for 2d/SDL since I have really done anything 3d.
opengl will be the best choice also dont start without a good knowledge of C++ cause rushing into things wont get you anywhere you gonna need to know what you want everything to be like ect ect
I personally don't like OpenGL since last time I checked you cannot modify a GUI (moving boxes) and I really think starting w/ a 2d would be better because going straight into a 3D might loose a lot of ppl and make the work load alot higher.
Wait, what 'map' are you talking about? I don't understand what you mean... everything in OpenGL is independently described with math, there's nothing static about any GUI that could create, it's all defined by the language you use, OpenGL only draws the texture to the quad or triangle strip you're using to display your GUI.
